EDUCATION: Universidad de Santo Domingo (Doctor in Law, cum laude, 1949). Universidad Central de Madrid (PH.D in International Law). Pontificia Universidad Católica Madre y Maestra (Doctor Honoris Causa, 1983). South Carolina University (Doctor Honoris Causa, 1984). Universidad de Río Piedras, Puerto Rico (Doctor Honoris Causa, 1986).

PROFESSION: Civil Law and Criminal Law Professor, Pontificia Universidad Católica Madre y Maestra, 1970-1976. Former General Attorney of the Dominican Republic, 1965. Former President of the Dominican Bar Association of Santiago, 1973 and 1975. Former Senator of the Dominican Republic, 1978-1982. Former President of the Dominican Republic, 1982-1986. Partner at Jorge Mera & Villegas.

AFFILIATIONS: Member of the Dominican Bar Association.
